Gemma –
Gemma brings over 25 years of experience working with children and young people, supporting children from a wide range of backgrounds and with diverse and complex needs. A qualified Primary Teacher, Gemma spent many years working within education before moving into residential childcare and is also Level 5 qualified in Leadership and Management for Residential Childcare.
As a mum of three, Gemma brings both professional experience and a personal understanding of the importance of children feeling safe, valued, listened to and supported. She is passionate about creating nurturing homes where children can build confidence, develop positive relationships and achieve their potential.
Her role within Brightmove includes operational oversight, quality assurance, safer recruitment, staff development, safeguarding and supporting the Registered Manager and Responsible Individual to maintain high standards of care.
David Locke –
David brings over eight years of experience in children’s residential care, having progressed through roles including Care Worker, Key Worker, Deputy Manager and Manager. He has also worked across a range of supported accommodation and care services for young people.
David has extensive experience supporting children and young people with social, emotional and behavioural needs, with strong knowledge of safeguarding, behaviour support, risk assessment and individualised care planning. He is committed to providing consistent leadership and supporting staff to deliver safe, nurturing and child-centred care.
As a parent himself, David understands the importance of children having a stable, supportive home where they feel valued, respected and able to build trusting relationships. He works closely with the wider professional network to promote positive outcomes and ensure high standards of care are maintained.
David Griffith –
David brings extensive experience across children’s social care and residential services. He previously worked for Liverpool Social Services as a Looked After Children’s Team Manager, where he had responsibility for overseeing a team of 30 social workers.
He also has over 13 years’ experience within residential settings, including roles as a residential social worker and team manager, and has previously managed both a children’s home and a leaving-care and outreach service.
David has significant experience in safeguarding and child protection, including Section 47 enquiries, child protection planning, exploitation and missing-from-care meetings, risk planning and multi-agency working. He also brings extensive experience in quality assurance, staff supervision, mentoring and service development. Statement of Purpose (4)
As Brightmove’s Responsible Individual, David provides oversight, support and challenge to help ensure the home maintains high standards of safeguarding, leadership and care for children and young people.

Our Approach to the 9 Quality Standards
The nine Quality Standards set out in the Children’s Homes (England) Regulations 2015 underpin the care we provide. They guide how we support each child’s individual needs, wishes and aspirations, while promoting their safety, wellbeing, development and progress.
1. Quality and Purpose of Care
We provide personalised, respectful care that reflects each child’s individual needs, experiences and aspirations.
2. Children’s Views, Wishes and Feelings
Children are listened to and encouraged to participate in decisions about their lives. Where a child chooses not to attend a meeting, we ensure their views are represented and advocated for.
3. Education
We support children to make measurable progress in education and training, working closely with virtual schools, schools, colleges, alternative education providers and SEND professionals where appropriate.
4. Enjoyment and Achievement
Children are encouraged to enjoy new experiences, develop interests and celebrate achievements through activities such as sports, fitness, creative activities and community experiences.
5. Health and Wellbeing
Each child receives individualised support for their physical and emotional health, including registration with appropriate local health services and access to specialist services where required.
6. Positive Relationships
We build relationships based on consistency, trust and mutual respect. Children are encouraged to contribute to everyday decisions within their home, from meals and activities to their personal space.
7. Protection of Children
Safeguarding is central to our practice. Individual risk assessments and safeguarding plans reflect each child’s vulnerabilities, including risks associated with missing from care, criminal exploitation and sexual exploitation.
8. Leadership and Management
Our leadership team provides clear oversight, support and challenge, promoting a culture where staff and children are encouraged to develop and achieve positive outcomes.
9. Care Planning
We work as part of the team around each child, collaborating with placing authorities and other professionals. Each child has individualised care and risk plans which are regularly reviewed and updated as their needs change.
